Why do many Black men in the U.S.A wear their pants below their waist to reveal their disease infected boxers?

Their "style" is simply low class,ghetto,trashy,poor taste.They should all be arrested for indecent exposure.Isn't there a law in the U.S.A. that prohibits this?
